If you are travelling on a budget, hotels such as Ibis Styles Tokyo Bay, Hotel Emion Tokyo Bay, and La'gent Hotel Tokyo Bay allow you to stay close to Disney without spending a huge amount on accommodation.

Having visited Tokyo Disneyland twice and Tokyo DisneySea once, one thing I would recommend is staying closer to the resort if possible. After a full day walking around the parks, being able to quickly return to your hotel makes the entire experience much more enjoyable.
